First Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Yousef, has ratified a resolution introducing specialized smart Civil IDs for specific non-Kuwaiti demographics. Under the new decree, cards featuring integrated electronic chips will be issued to:
Property Owners: Eligible for a card with 10-year validity.
Foreign Investors: Those under Law No. 116/2013 are eligible for a 15-year validity card.
The Director General of the Public Authority for Civil Information (PACI) is authorized to manage and modify the data stored on the card’s chip and machine-readable zones. This ensures the identification system remains adaptable to regulatory changes and public interest requirements.
