With the September 30 deadline for biometric fingerprinting fast approaching, Kuwaiti citizens who fail to comply will face a freeze on their bank accounts starting November 1. The Ministry of Interior has urged citizens to complete the process before the deadline to avoid suspension of their civil ID cards and disruption to government and banking transactions.
According to banking plans, customers who haven’t completed the biometric process will see their electronic services and payments suspended from October 1. This includes:
Blocking access to account balances
Preventing account statements from being generated
Halting money transfers
Stopping payments through online services
Additionally, bank cards, including K-Net, Visa, and MasterCard, will be deactivated on October 15 for non-compliant customers, preventing both withdrawals and deposits. Customers will need to visit their bank in person to access their funds until November 1, after which even in-person withdrawals will be blocked.
Despite the account restrictions, payments due from customers during the freeze period, such as loan repayments or government dues, will still be deducted in favor of creditors.
To encourage compliance, banks have been sending reminder messages to customers based on their civil ID numbers and the biometric fingerprint database provided by the Public Authority for Civil Information, in coordination with the Ministry of Interior.
