Kuwait Targets Fake Certificates with New Data Linkage for Overseas Education

In a continued effort to address the issue of forged certificates, the Public Authority for Manpower has requested an urgent meeting with the Ministry of Education. The aim of the meeting is to discuss creating a shared data linkage between the two ministries. This system would enable the Authority to automatically access information about high school and lower-level certificates issued abroad, for both Kuwaitis and expatriates. The goal is to streamline processes and allow the Authority to verify the authenticity and equivalency of these academic certificates, thereby enhancing the labor market and ensuring the competence of workers in the private sector.

The Authority highlighted that a previous meeting with Ministry of Education representatives had already taken place to discuss implementing this data linkage. During that meeting, the importance of using this system to provide data was stressed. It was agreed that the Authority would have access to an inquiry system using civil numbers to obtain various data points, including the individual’s name, academic year, school, educational district, grade, and status (whether the person is a graduate, dropout, or still registered), along with the dropout date if applicable. The system would also offer information on the current status of the certificate holder, including their final status, the last year attended, dropout date (if any), and their last grade.

Additionally, it was agreed that the Authority would receive information on registration dates for the academic year. This data will be used to retrieve relevant information, and the Ministry of Education will notify the Authority when any registration data that was later equated is activated.
