New rule prevents foreigners with financial wrongdoings from exiting Kuwait

This rule describes when travel bans will happen so court fines get paid. According to Kuwait’s Constitution and Administration Order #167 (from 2024), there are many unpaid fines from foreigners, causing worry about losing money.

Here are some situations leading to travel bans:
1. Decisions given without the person being there, involving a fine.
2. People found guilty while not present, who haven’t been informed yet.
3. Those found guilty in absence, regardless of notification, if they appealed within allowed time but no final verdict yet.
4. Individuals judged away who didn’t appeal within the deadline (27 days after knowing judgment).
5. Pending appeals against fines.
6. Not appealing fines within the required time frame (20 days after the judgment).

For contested fines, the ban lifts once fully paid. The group helping collect criminal funds knows about this new rule.
