Informed sources from the Ministry of Electricity, Water, and Renewable Energy have disclosed a notable decrease in the number of non-Kuwaiti employees since the implementation of Civil Service Decision No. 11/2017, which focuses on the Kuwaitization of government positions. The sources revealed that the ministry’s non-Kuwaiti workforce dropped by 491 employees, from 1,362 in 2017 to 871 during the 2023/2024 fiscal year. In 2017, the ministry employed a total of 20,440 staff, including 19,078 Kuwaiti employees (93.3% of the workforce) and 1,362 non-Kuwaiti employees. By 2023, the number of Kuwaiti employees had increased to 33,705, while the number of non-Kuwaiti employees fell to 871, making up just 2.5% of the total workforce of 43,576. The sources emphasized the ministry’s ongoing commitment to the Civil Service Commission’s (CSC) decision to nationalize jobs across various sectors. This initiative is aimed at creating more employment opportunities for Kuwaiti graduates in different fields. The ministry regularly coordinates with the CSC to assess its staffing requirements and ensure alignment with the specialized roles outlined in its annual budget plans.
