The Public Authority for Manpower (PAM) has announced that Ministerial Resolution No. (6) of 2024, which allowed the transfer of domestic workers to the private sector, has now expired.

In an official statement, PAM clarified that the resolution, which was put into effect earlier this year, is no longer valid. This marks the end of a policy that enabled domestic workers to transition from household employment to private sector positions under certain conditions.

The authority did not indicate whether a new resolution or an extension will be introduced to manage future transfers.

During the implementation period from July 14 to September 12, a total of 55,000 domestic workers were successfully transitioned from Article 20 to Article 18 in the private sector. This process was overseen by the Residency Affairs Sector of the Ministry of Interior in collaboration with PAM, following Ministerial Resolution No. 6 of 2024.

The Residency Affairs Sector of the Ministry of Interior processed 55,000 transfer requests during this period. This initiative was aimed at addressing the local labor market’s shortage by providing much-needed workers.

The decision to allow this transition was made under the guidance of Sheikh Fahd Al-Yousef, the First Deputy Prime Minister, Minister of Defense, and Minister of Interior. His decision to offer a grace period for transferring domestic workers to the private sector was intended to help companies and institutions secure local workers and benefit from their availability within the country.
