New guidelines to ensure proper vacation use while respecting employee rights

A set of procedures must be put in place to prevent misuse of vacation time while balancing employee rights and work needs. Emphasis was placed on strengthening coordination between the Civil Service Commission (CSC), the Ministry of Health, and other government agencies to validate documents for various types of leave, including sick and emergency leave.

The introduction of a detailed vacation list, outlining all leave types—annual, sick, study, emergency, and maternity—along with their conditions, required documents, duration, and extension options, was particularly appreciated. This list mandates obtaining approval before taking any leave, except for sick, emergency, and maternity leave, and specifies an advance notice period to prevent disruptions in work continuity.

To deter misuse, especially of sick leave, it is crucial to educate employees about the penalties for such misuse, starting with a warning and escalating if necessary. At the same time, maintaining flexibility with employees is important. Regular reviews and transparent application of controls and procedures are essential to prevent discrimination and avoid negative consequences for employees.
